In March 2022 both GSA and CSA General Elections had a referendum questions about U-Pass. Students from both associations voted in favor of the program. We heard the students and started implementing the program in collaboration with CUE Administration to roll out the program. From November 2022 to October 2023, the U-pass Agreement was created, reviewed, and finally signed by CSA, GSA, and CUE Administration.
The U-Pass charge is applicable solely to eligible on-campus credit students during the fall and winter semesters. The fee amounts to $180 for each fall and winter term. The U-Pass is applicable to any student enrolled in at least one on-campus credit course at CUE, irrespective of their enrollment status being either part-time or full-time. Both domestic and international students will be charged the U-pass Mandatory fee starting from Winter Term 2024
- The Arc is for each semester. (e.g. Jan - April, Sept - Dec)
Arc is the Edmonton region's electronic fare payment system. It will make it easier for students to have u-pass program access. Arc cards are sold at various retail locations. If a student already has an Arc Card, then they can continue using it with U-pass.

- Steps and procedures on how to activate the Arc Card with U-pass will be available on the CSA and GSA by January 2024.
- It takes about 48 hours for the activation to be completed. Students are advised to buy their arc and activate it on time before the beginning of the semester.
- After buying an Arc Card then you have to load it with $180 U-pass credit for the term from the CSA Offices.
- CSA executive and staff will be verifying and activating the U-pass on your Arc Card from Jan 9th, 2024, 10am - 4 pm on Tegler. (Service will move to CSA Offices after classes begin)
- All you need is to show a valid student ID# card as of proof registered credit course for Winter Term.
- Students with a valid Dedicated Accessible Transit Service (DATS) registration, Strathcona County Mobility Bus registration, St. Albert Handibus registration, Accessible Transit Service (ATS) registration, Fort Saskatchewan Special Transportation Services Society (STSS) registration or Leduc Assisted Transportation Services (LATS) registration.
- Students who have a practicum or internship program outside of the service area for longer than eight (8) consecutive weeks during the term.
- Students who are currently an employee of a participating transit system.
- Students who are registered and have received a U-Pass at another participating institution.
- Deadline for students to Opt-out will be September 20th and January 20th by providing required documents to CSA or GSA offices as stated on their policies.

As part of a pilot project, the agreement has the following students will be able to request an exemption
- Students 65 or older during an academic term and can provide government-issued picture ID to verify.
- Students receiving financial assistance from Assured Income for the Severely Handicapped (AISH) program immediately before an academic term begins. Please contact your AISH worker or visit here to request an AISH verification letter.
- Students whose principal residence is outside of a 100 km radius from main campus. To qualify for this exemption the student must provide proof of residency (utility bill in the student’s name, driver’s license, etc).
